Bucco Bill to Further Streamline Electronic Construction Permits & Inspections Advances

“The electronic permit system made it easier to submit applications for construction permits and helped State government to start going digital,” said (Bucco R-25). “Unfortunately, construction projects still face unnecessary delays when government agencies are unable to process permits in a timely manner. This legislation will expedite the permit approval process by allowing signatures and relevant documents to be submitted electronically for construction projects.”

The Electronic Permit Processing Review System was established in 2021 to modernize the construction permitting and inspection process.

Current law, however, only requires the Commissioner of the Department of Community Affairs (DCA) to utilize this internet-based system to accept electronic submissions of applications for permits, inspections, and other materials necessary for the review process.

Senator Bucco’s bill, S-3551, amends the existing law to specify that the electronic permit system must also accept electronic signatures on materials submitted for review and approval.

Additionally, the bill mandates that the DCA also accept the reproduction of electronic stamps, seals, certifications, and notarizations for submitted documents.

“The State must continue to adapt to evolving technologies and utilize them in a way that is most cost effective and efficient for taxpayers,” Bucco added. “This bill enhances an existing law to ensure that businesses, residents, and governing agencies can manage their time and resources without the burden or frustration of chasing permits.”
