Senate Advances Singer Bill Increasing Support for Adult Day Care Services

Senator Robert Singer’s legislation that would increase support for facilities that provide daytime services to New Jersey’s elderly residents was advanced by the Senate today.

Singer’s bill (A-4238/S-2561) would establish a minimum Medicaid reimbursement rate for providers of adult medical daycare services.

“Adult day health services are crucial to the physical and emotional well-being of New Jersey seniors,” said Singer (R-30). “An increase in funding for these providers will help them better assist, protect, and support the elderly throughout our state.

“With increased support, these facilities would be in better position to offer more services and specialized care, including nursing, nutrition, medication management, and both physical and behavioral therapy.”

Under Singer’s bill, whether the services are provided in the Medicaid fee-for-service (FFS) delivery system or through a managed care delivery system, the per diem reimbursement rate is required to be no less than the established State Medicaid FFS rate.

“Bolstering these services is a win for both patients and their families,” said Singer. “Adult daycare provides older adults the opportunity to participate in outpatient programs they need and allows them to continue living and sleeping in familiar surroundings.”
