Over $60 Million in Voter-Approved Funding to Help Local Communities Preserve Open Space

Two bills sponsored by Senator Steve Oroho (R-Sussex, Morris, Hunterdon) that help local governments purchase farmland for preservation purposes were signed into law today.

“These lands are integral to maintaining the beauty and character of our state, maintaining jobs in the farming and agri-tourism sectors as well as supplying healthy, locally grown food options for families, ” Oroho stated. “This legislation will protect valuable open space while ensuring property owners receive fair market value for their land.”

July Tax Collections Come in as Governor Projected

Senate Republican Leader Tom Kean, Jr. (R- Union) today issued the following statement regarding state revenue collections for the month of July:

“The Treasury Department has released actual tax collections for the month of July, and the numbers confirm what Republicans said in June: that the Governor’s revenue certification was fiscally sound. While one month does not a trend make, it is heartening that the governor balanced the Democrats’ budget by veto. Had their revenue estimates been allowed to stand in this years budget, we would be in trouble if this month’s revenue tracking holds throughout the year.”

O’Toole, Oroho: MVC Budget Hearing a Campaign Event

Calling today’s Senate Budget and Appropriations Committee field hearing regarding long-standing technology issues at the New Jersey Motor Vehicle Commission little more than a campaign event, Republican committee members Kevin O’Toole (R- Essex), and Steve Oroho (R- Sussex) issued the following statements:

Senator Kevin O’Toole (R- Essex):

“The idea that problems resulting from MVC’s computer systems have miraculously sprung up in less than two years under the Christie Administration is laughable on its face. Today’s hearing, held in a swing legislative district rather than Trenton despite no public testimony being taken, is little more than a campaign event held for the benefit of area legislators’ re-election campaigns. Today’s hearing was great political theater. However, this hearing accomplished nothing in the line of problem solving.”

Singer Lauds Green Acres Funding for Preservation, Recreation Projects

Senator Robert W. Singer (R- Ocean/Mercer/Burlington/Monmouth) today lauded Governor Christie’s approval of $157 million in funding for local preservation and recreation projects. The funds were appropriated as part of New Jersey’s “Green Acres” program to help municipalities and counties acquire lands for preservation or recreational development.

“Preserving land for public benefit is all the more important when you live in the most densely populated state in America,” said Singer. “Since its inception, Green Acres has been highly successful in helping local government defray the cost of preserving or developing desirable spaces for recreational use. The latest round of funding authorized by law today will help communities in our area maintain the quality of life that residents expect and deserve.”

Tom Kean: “Green Acres Legislation Funding Local Preservation Projects Signed by Governor Christie”

Senate Republican Leader Tom Kean, Jr. (R- Union), co-prime sponsor of S-2858, appropriating nearly $15 million for environmental conservation projects, said that local recreation and open space preservation projects will benefit from Governor Christie’s approval of his legislation. Kean’s legislation, along with two “Green Acres” bills, were signed by the Governor this morning.

“New Jersey, and particularly Northern New Jersey, is the most densely populated place in America,” said Senator Kean. “I want to thank the Governor for signing my legislation, as well as two other bills that will help municipalities and non-profit groups acquire and preserve green space for recreational and conservation purposes. Preserving what little open space we have left for public enjoyment is uniquely important to the quality of life in our communities. Our children should be able to look out the window or walk down the street to see trees and fields, not just more housing developments or shopping centers.”

Update on Cable/Telephone Deregulation Bill (A-3766/S-2664)

During caucus deliberations on the finalized State Budget, there was an interesting development not widely reported on regarding A-3766/S-2664, entitled the “Market Competition and Consumer Choice Act,” which would deregulate cable and phone services in our state and potentially lead to cost increases as well as the loss of consumer protections for ratepayers. More than 800 constituents have contacted our 9th District Legislative Office in opposition to this legislation in light of potentially sharp rate increases they can ill-afford during these extremely difficult economic times.

Behind closed doors at the State House, another attempt was made by supporters of the bill, both in the Legislature and in the business community, to have A-3766/S-2664 posted for a vote in the Senate at the 11th hour of the voting session prior to the Summer recess. Undoubtedly, this was done in the hope that the bill and the groundswell of public opposition to it would be overlooked, given all the attention that would be directed to the State Budget.

Plan Would Provide Equal Aid to All Students Per the NJ Constitution

Senator Michael Doherty, a member of the Senate Budget and Appropriations Committee, will deliver a presentation at the Milton Friedman Luncheon to be held at Vitale’s restaurant in Teaneck, New Jersey. The luncheon will honor what would have been Professor Friedman’s 99th birthday.

In response to the State Supreme Court’s decree, earlier this year, that the taxpayers of New Jersey spend an additional $500 million on chronically failing inner city schools, Senator Doherty is advancing a school funding plan based on a provision in the state constitution. The “Fair School Funding” plan would guarantee that every child equal school aid, regardless of their place of residence.

9th District Legislators Senator Christopher J. Connors, Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove are supporting legislation to make it unlawful for first responders to disseminate photographs or video recordings of accident victims to the public without the consent of a victim, patient or their next-of-kin if the victim or person cannot provide consent.

Senator Connors is the prime sponsor of legislation (S-2891) in the Senate, while Assemblyman Rumpf and Assemblywoman Gove have joined as cosponsors on the companion bill (A-2274). The 9th District Legislators’ actions are in response to outreach from several constituents who have been affected by this issue, as well as first aid and emergency response personnel supportive of a State law to prohibit footage from accident scenes from being made available to the public without permission.

Those duly elected officials of the Borough of Oceanport in Monmouth County have acknowledged the language in the state constitution is clear: state aid must be distributed equally on a per student basis.
