The following editorial by Senator Christopher “Kip” Bateman (R-16) appeared in the Courier News on May 31, 2011:

In New Jersey’s 31 poorest school districts, the so-called “Abbott” districts, New Jersey spends more per pupil than anywhere in the state and almost anywhere in America- $4 billion in total for less than 25% of the state’s student population.

It all started thirty years ago, when the New Jersey Supreme Court ordered that increased funding for poor districts be used as a remedy for poor graduation rates and student outcomes among disadvantaged kids.

Senate Republican Leader Tom Kean, Jr. issued the following statement regarding the sudden passing of Brian P. O’Toole, brother of State Senator Kevin O’Toole (R- Essex/Bergen/Passaic):

“It is with a heavy heart I am announcing that Brian P. O’Toole, brother of Senator Kevin O’Toole, succumbed yesterday to pancreatic cancer. The thoughts and prayers of the entire Senate go out to the O’Toole family for their loss.”

Visiting hours will be held Sunday, May 29, 2011 from 4PM – 8PM at Shook’s Funeral Home in Cedar Grove, NJ. A funeral mass will be held at 10AM on Tuesday, May 31, 2011 at St. Catherine of Siena Roman Catholic Church.

Singer Bill Protecting Patient Safety Clears Committee

Legislation sponsored by Senator Robert Singer (R-Ocean) that would require all surgical practices to be licensed by the Department of Health and Senior Services was passed by the Senate Health Committee today. Under current law surgical facilities only have to be registered, not licensed, and have less stringent operating requirements. The licensed centers are inspected every two to three years, have more specific staffing requirements and must report to the state medical errors that result in serious injuries.

“Surgical facilities often provide complicated, yet necessary surgical procedures and should have similar safety standards as ambulatory care facilities, ” Singer stated. “We must take the necessary precautions to prevent putting any patient at unnecessary risk.”

Governor Chris Christie’s decision to pull out of RGGI – New Jersey’s version of the Cap & Trade energy tax – was applauded today by the 24th District legislative team of Senator Steve Oroho, Assemblywoman Alison Littell McHose, and Assemblyman Gary Chiusano. RGGI was rushed through the lame duck Democrat-controlled Legislature and signed into law by then-Governor Jon Corzine in January 2008. Today’s action came after a year-long lobbying effort by grassroots conservatives.

“Governor Christie’s decision to repeal the Regional Greenhouse Gas Initiative, or RGGI, eliminates a large burden that will make New Jersey more friendly for businesses and affordable for consumers and homeowners,” said Senator Steve Oroho.

Oroho, McHose & Chiusano Applaud Court Ruling on E-Verify

State Senator Steve Oroho, Assemblywoman Alison Littell McHose, and Assemblyman Gary Chiusano (R-24) praised a United States Supreme Court ruling today sustaining an Arizona law that penalizes businesses for hiring workers who are in the United States illegally. In its ruling, the Court rejected arguments that states have no role in immigration matters.

By a 5-3 vote, the Court said that federal immigration law gives states the power to impose sanctions on employers who hire illegal workers. The law in question was passed by Arizona’s legislature in 2007.

Christie Ends New Jersey’s Participation in RGGI

Senator Michael Doherty, a member of the Senate Budget and Appropriations Committee, issued the following statement in support of Governor Christie ending New Jersey’s participation in the Regional Greenhouse Gas Initiative. (RGGI)

“Governor Christie moved decisively today to end New Jersey participation in a scheme that penalized the state’s taxpayers for pollution that originates in Ohio and Pennsylvania. Two states that do not participate in the RGGI. This proposal never made any sense for the environment or the people of the state.

Decision Fails Children and Taxpayers

Senate Republican Leader Tom Kean, Jr. (R- Union) issued the following statement in response to the New Jersey Supreme Court’s ruling ordering the state to spend $500 million on the 31 former Abbott school districts:

“The unelected justices of the New Jersey Supreme Court issued a ruling today that created law from the bench despite having no constitutional authority to do so. In so doing, they have thumbed their noses at the residents of the state who elected a Governor and a Legislature to make these policy decisions as is prescribed by the state constitution.”

“The Court is wrong. A thorough and efficient system of education is not solely contingent on dollars, but requires significant reforms to make those dollars work better for students: rewarding excellent teachers for merit rather than longevity, reforming tenure to more easily and quickly remove ineffective educators from the classroom, and capping superintendent salaries to rein in administrative costs. Quality education is about holding the system accountable for student outcomes, and we should not turn to spending as a remedy until accountability measures are put in place.”
