Singer/Allen Bill Increasing Penalties for Illegally Passing School Bus Approved by Committee

Legislation that would increase the penalty for illegally passing a school bus has been approved by the Senate Budget and Appropriations Committee. The measure, S-400, is sponsored by Senator Robert Singer (R-30) and Senator Diane Allen (R-7).

“We know from school bus drivers that people routinely ignore the flashing red lights that are meant to protect children when they are crossing to and from their buses,” said Singer. “It’s clear that the current monetary penalties, as low as $100, are simply not enough to discourage drivers from breaking the law and putting children at risk. This legislation is an important step that will help stop preventable tragedies from occurring.”

Republican Leaders Decry Wasted Opportunity in Lame Duck

With both the Senate and Assembly in session today and time rapidly running out on the current legislative year, Democratic leaders in Trenton have planned dozens of votes on bills of very little substance for taxpayers, said Senate Republican Leader Tom Kean, Jr. and Assembly Republican Leader Alex DeCroce.

Both chambers’ agendas have excluded consideration of substantive, unfinished reforms dealing with excessive terminal leave payments, the state’s antiquated civil service system, or capping state spending in order to build a better and more predictable business climate.

Dubbing today’s proceedings the ‘Seinfeld Session’- a legislative voting session about nothing of much consequence to taxpayers- Kean and DeCroce released the following statements decrying an opportunity wasted:

Legislation sponsored by state Senator Joe Pennacchio (R- Morris/Passaic) preventing abuse of the state’s disability pension system has was approved, pending minor changes, by the State Pension and Health Benefits Review Commission on Friday, December 9, 2011. Responding to the panel’s vote, Senator Pennacchio issued the following statement:

“I’m pleased that the Commission has approved, with conditions, my legislation to address this very important issue. Disability pensions serve an important purpose for those injured in service to the public who incurred a legitimate disability that prevents them from continuing to work. However, this system should not become a haven for those seeking to cheat the system and collect lifetime benefits at taxpayer expense due to negligence or fraud.

Senator Gerald Cardinale, the senior Republican member of the Senate Judiciary Committee, issued the following statement regarding the refusal of prospective judges to state that they believe that recently enacted, bipartisan pension reforms apply equally to all public employees.

“I support Governor Christie’s argument that the pension reforms apply equally to all public employees, including the Judiciary. I am disturbed that three of the judges renominated for tenure did not express solidarity with the other employees of the State of New Jersey.

Legislation co-sponsored by Senator Robert Singer (R-30) that would allow two facilities that provide long-term care to individuals with Huntington’s Disease to expand to forty beds each has been approved by the Senate Budget & Appropriations Committee.

“We know that there is a long waiting list to get into some of the long-term care facilities that specialize in treating people with Huntington’s Disease,” said Singer. “Without this legislation, facilities that want to expand their programs to help more people would not be able to do so. It’s critical that we get this done.”

As many people in New Jersey struggle with the brutal killing of 2-year old Tierra Morgan-Glover, Senator Robert Singer (R-30) was interviewed by Fox 5 News about his legislation that would reinstate the death penalty in New Jersey for those who commit the most heinous crimes, including killing a child.

As Singer recently noted, his legislation would apply to the person who killed Tierra.

The end of every two-year legislative session is known as “Lame Duck” — the time between Election Day and the start of the new legislative year, representing our last chance to pass bills pending before the Senate and Assembly.

While these sessions are always marked by a flurry of action, quite frequently that action is on legislation of little or no substance. Lame Duck proceedings are too often like a drawn-out episode of Seinfeld, the show about nothing.
