Assembly Committee Advances Connors, Rumpf & Gove “Hooked on Fishing – Not on Drugs” Initiative

The Assembly Agriculture and Natural Resources Committee has advanced legislation (A-638) sponsored by Senator Christopher J. Connors, Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove that would establish a “Hooked on Fishing – Not on Drugs” (HOFNOD) program within the Division of Fish and Wildlife to encourage children to avoid drug use.

“Hooked on Fishing – Not on Drugs” ┬áis a nationally recognized program developed by the Future Fisherman Foundation which has operated successfully in over a dozen states. The Connors-Rumpf-Gove measure would establish the HOFNOD program on a Statewide basis by enabling the Division of Fish and Wildlife to implement and model the program after the pilot HOFNOD program implemented in Ocean County in 2000. To the maximum extent possible, the Division would implement and operate the program in every county in the State.

Legislation sponsored by Senator Robert Singer (R-30) which would require the Commissioner of Health and Senior Services to convene a planning summit to examine an expected shortage of physicians practicing in New Jersey has been approved by the Senate Health, Human Services & Senior Citizens Committee.

“A recently completed report predicts that within the next decade, New Jersey will face a shortage of thousands of physicians practicing in family care and important specialties,” said Singer. “Unless we get to work now to prevent that shortage, many New Jerseyans may soon find themselves without doctors or unable to obtain appointments or treatments when they need them.”

Bateman Bill Reducing Motor Vehicle Fines Approved by Committee

Legislation Lowers Fines for Failing to Produce License or Registration from $150 to $25

The Senate Transportation Committee has approved legislation (S-73) sponsored by Senator Kip Bateman (R-16) that would greatly reduce the fine for failing to produce a driver’s license or vehicle registration during a traffic stop. Under the legislation, the fine for failing to produce those documents would be reduced from $150 to $25 if the police officer conducting the stop can verify by electronic means that those documents have been issued to the person and are valid on the date of the charge.

“Everyone who drives has at some point left their wallet or purse with their driver’s license at home, or forgotten to put the new registration card they received in the mail into their glove compartment,” said Bateman. “Charging a busy mother a $150 fine because she forgot her purse while rushing to pick up her kids from soccer practice doesn’t make sense. Considering that virtually all patrol cars used by police now have computers that are linked to MVC databases, it’s easy enough to verify if a stopped driver is licensed and if their car is registered.”

Delegation Will Serve on Veterans, Transportation & Higher Education Committees

Senator Christopher J. Connors, Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove have been officially notified by the legislative leadership of their committee assignments for the 2012-2013 Legislative Session.

Senator Connors retains his seats on the Senate Community and Urban Affairs Committee and Senate Military and Veterans’ Affairs Committee. “On the Community and Urban Affairs Committee, I intend to continue strongly opposing attempts to impose the maddening overregulation that infuriates residents, confounds businesses and overwhelms local governments,” said Senator Connors. “Micromanaging through the imposition of laws, codes and regulations has contributed significantly to the serious problems our state faces, both financially and economically.”

Connors, Rumpf & Gove Request Posting of Bill to Protect Privacy Rights of Accident Victims & Their Families

9th District legislators Senator Christopher J. Connors, Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove have requested legislation (S-199) that would make it a crime for any first responder who takes one or more photographs or electronic images, or makes a video recording of an accident victim without prior written consent to be posted for committee consideration.

The delegation wrote to Senate Law and Public Safety Chairman Senator Donald Norcross to request the bill be posted and provided background material on the bill’s impetus.

Senator Jim Holzapfel and Assemblymen Dave Wolfe and Greg McGuckin of the 10th Legislative District have introduced multiple pieces of legislation in an effort to restore the Barnegat Bay.

“Throughout the year the Barnegat Bay is enjoyed by local residents and tourists especially during the summer months when the bay sees an increase of boaters and bathers. The pollution in the bay is detrimental to our state’s economic, aesthetic and recreational value. We must preserve the bay to keep it clean for future generations to enjoy,” said Senator Holzapfel.
