Connors-Rumpf-Gove Veterans’ Surviving Spouse Benefit Bill Advances in Committee

The Senate Military and Veterans’ Affairs Committee voted to approve legislation sponsored by Senator Christopher J. Connors, Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove which would require the $750 annual compensation to surviving spouses of certain blind or disabled veterans to be payable from the date of the veteran’s death.

Under the 9th District delegation’s legislation (S-913), payments to a surviving spouse would be due from April 9, 1985, in the event the veteran’s death occurred prior to that date, or the date of the veteran’s death if the death occurred after April 9, 1985, regardless of the date of the surviving spouse’s application.

The legislation provides that the Division of Veterans Programs in the Department of Military and Veterans’ Affairs (DMAVA) would be required to notify all certified surviving spouses and those receiving annual compensation, and ensure the accrued payments are paid in a lump sum within 90 days of the effective date.

Connors, Rumpf and Gove issued the following statement on the Committee’s release of their veterans’ initiative:

“Spouses of blind or disabled veterans covered under our legislative proposal are obviously deserving of this benefit.

“We view these are hardship cases. Qualifying spouses who were not informed of their eligibility for the benefit for extended periods of time should be entitled to the entire payment sum.

“Considering the extenuating circumstances involved, the state has an obligation to take corrective action and assist these individuals whose husbands incurred severe injuries while serving their country.”

Members of the 9th District delegation serve, respectively, on the Military and Veterans’ Affairs Committees of each house.
