Bucco Bill to Help Small Towns Fill Emergency Management Coordinator Roles Clears Senate

Measure Would Excuse Small Towns from Residency Requirement

Legislation sponsored by Senator Anthony M. Bucco that would ensure small municipalities are well-prepared to cope with local emergencies was approved today by the Senate.

Senator Bucco’s legislation, passed by the Senate, would allow small municipalities to appoint emergency management coordinators who do not live in the town. (SenateNJ.com)

Currently, municipalities are required to appoint a qualified resident as emergency management coordinator. The coordinator is responsible for the planning, activating and conducting emergency management operations within the municipality.

“Emergency Management Coordinators have important roles in creating crisis response plans for towns, identifying and locating critical resources, and coordinating responses from emergency service providers,” said Bucco (R-25). “Smaller municipalities, unfortunately, often have a difficult time finding qualified candidates who are willing to make the three-year commitment. The requirement to fill the post with a resident of the municipality is much more restrictive on towns with smaller populations.”

Bucco’s bill, S-551, would allow the appointment of a nonresident as emergency management coordinator by municipalities with populations of less than 5,000 residents if a qualified resident cannot be recruited. The appointee must be a resident of the county where the municipality is located.
