Establish guidelines to promote built-in security measures at new schools and improve school security training for staff, emergency responders

“Providing students with a safe place to learn is one of our most important missions,” Senator Addiego said. “All of the participating parties –- teachers, staff, law enforcement – must be well-trained in all of the most up-to-date procedures, and we must be proactive in order to prevent a tragedy.”

The first bill, S-2438, requires all school employees to take annual training on school safety and security. Current law requires certified staff members to take such training only once. Staff will train alongside emergency responders in order to identify weaknesses in school security procedures, as well as to improve the effectiveness of the first responders.

The second piece of legislation, S-2439, requires any new school construction to include certain security standards in its design. The new building sites undertaken by a school district of the New Jersey Schools Development Authority must include safety and security measure like separate pick-up and drop-off areas, control systems that allow for remote locking and sufficient space for an evacuation.

“Parents should feel confident that we are up to that task when they drop their kids off in the morning,” Senator Addiego said. “These are important steps we need to take in order to reach that goal.”
