Senate Leaders Promise Swift Action on Bipartisan Pension Reform Bills

Measures Would Protect Retirements of Rank-and-File Public Employees, Require Government to Meet Its Obligations

Senate President Stephen M. Sweeney and Senate Republican Leader Thomas Kean announced that bipartisan legislation to complete the unfinished business of reforming the state’s public employee pension and benefits system first begun nearly four years ago was formally introduced last night in the Senate.

The four bills would return the pension and benefits system to its original goal of ensuring the retirements of rank-and-file public employees and constitutionally require government to meet its annual pension obligations.

Doherty Health Benefits Reform Measure Introduced in Senate

Senator Michael Doherty, R-Warren, introduced legislation Senate today that would establish an employee cost sharing arrangement for the State Employees Health Benefits Program (SHBP) and the School Employees Health Benefits Program (SEHBP). The measure is part of a four-bill package designed to safeguard the state’s pension and benefits system.

“It is clear that the New Jersey’s pensions and health benefits systems are on the verge of financial collapse,” Doherty stated. “It is imperative that reforms be passed now to prevent the complete collapse of the system.”

Super Bowl XLVIII in NJ? Republican Leader Tom Kean Makes the Case for 2014

Senate Republican Leader Tom Kean of Union County introduced a Senate resolution today urging the NFL to select New Jersey as the location for Super Bowl XLVIII in 2014. The NFL owners’ Super Bowl Advisory Committee allowed the Meadowlands Stadium Co. to place a bid, waiving the traditional requirement that host stadiums have a minimum outdoor temperature of 50 degrees or an indoor stadium.

“New Jersey offers the best venue for the Super Bowl, period,” Kean stated. “We have the image, logistics and ambiance that is unparalleled in the world and the millions of diehard fans in this region would do everything in their power to make Super Bowl XLVIII the biggest, most talked about game in the history of the NFL.”

Health Committee Advances Connors, Rumpf & Gove Alzheimer’s Measure

Legislation sponsored by Senator Christopher J. Connors, Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove to establish a 15-member Alzheimer’s Disease Study Commission was released today by the Senate Health, Human Services and Senior Citizens Committee.

The Commission’s duties would include, but not be limited to, studying the current impact and incidence of Alzheimer’s disease among residents and make projections on the future impact on the state’s population, study the state’s role in long-term care for persons with early stage and early onset of Alzheimer’s disease and consider the capacity of public safety and law enforcement to persons with Alzheimer’s disease.

Senate Republican Budget Officer Anthony Bucco made the following statement today as David Rosen, the Legislative Budget and Finance Officer, gave his mid-year update on the state budget to the Senate Budget and Appropriations Committee. Rosen’s report indicated that the budget deficit for the remaining six months of fiscal 2010 has grown to almost $2.2 billion:

“We have been told that today’s hearing is being held so Dr. David Rosen, the Legislative Budget Officer, can provide us with information on the current status of the FY 2010 budget and to discuss the outlook for the upcoming FY 2011 budget. While I welcome a discussion, I don’t believe that a single person in this room is unaware that the FY 2010 budget has an imbalance of close to $2 billion and that the FY 2011 budget may have a deficit of almost $10 billion. So why are we really here today?

Connors, Rumpf & Gove Veteran Rental Assistance Initiative Advances

The Senate Community and Urban Affairs Committee today voted to release legislation (S-122) introduced by Senator Christopher J. Connors, Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove (all R-Ocean/Burl./Atl.) that would require a portion of tenant-based assistance vouchers under the State Rental Assistance Program be reserved for grants to veterans.

“Tenant vouchers provide desperately needed housing assistance to more veterans who have fallen on hard times,” said Senator Connors, who serves as the ranking Republican member on the Committee. “Our legislation would modify an existing State program that already provides housing assistance. Therefore, no new bureaucracy needs to be created, meaning assistance would be able to reach veterans in a more expedited fashion than starting a new program from the ground up.”
