Kean School Security Bill Approved by Senate Education Committee

Legislation Creates Educational Security Task Force

Legislation sponsored by Senate Republican Leader Tom Kean (R-21) that would create an Educational Security Task Force to assist the State Board of Education in developing security guidelines for New Jersey schools was approved by the Senate Education Committee today. The bill, S-1627, would create a 16-member task force to review and recommend best practices for providing safe and secure learning environments for students and school employees.

“We are continually reminded that effective school security takes long-term planning and preparation,” said Kean. “Our goal is to help New Jersey schools improve their security preparations based on a level of comprehensive research and analysis that individual schools may not be able to perform on their own.”

The Educational Security Task Force would consist of the Commissioner of Education, the Director of the Office of Homeland Security and Preparedness, the chief executive officer of the New Jersey Schools Development Authority, four members of the Legislature and eight public members appointed by the Governor, including representatives of organizations that represent the New Jersey education community and members with expertise in the development or implementation of school security standards or technology.

The recommendations of the task force would address both the physical and cyber vulnerabilities of school infrastructure, as well as the cyber-safety of students, including issues of cyber-bullying, cyber threats and the sending of inappropriate electronic messages. The recommendations would apply to both public and non-public schools.

“Individual school administrators are struggling to find effective ways to address the myriad of safety concerns that schools are now facing, including dangerous emails, text messages and other forms of electronic communication that their predecessors never had to worry about,” added Kean. “The Educational Security Task Force will continually review new types of threats as they occur nationwide to ensure that New Jersey schools are prepared and able to advise students before problems occur.”
