Legislation sponsored by Senate Republican Conference Leader Robert Singer, (R-30) which would require public school districts to make automated defibrillators available at athletic events and gym class passed the Senate Education Committee unanimously today. The bill is in memory of Janet Zilinski who died of cardiac arrest at the age of 11 following a cheerleading practice.
“Having this simple device at a game or a practice will undoubtedly save lives,” Singer stated. “We must work to ensure that other families don’t suffer the tragedy that Janet Zilinski’s family endured.”
The legislation requires that public school districts place defibrillators in close proximity to school sponsored games, practices and gym classes.
The bill also requires that municipal or county recreation departments and youth leagues ensure that a defibrillator is available at each game or practice.
Beginning in 2009 youth camps will be required to place defibrillators near athletic facilities.
Additionally, the bill requires that all coaches and youth leaders are trained in CPR and in the use of the automated defibrillators.
Automated external defibrillators are computerized medical devices that are able to check a person’s heart rhythm and advise the operator when a shock is required. The devices are easy to use and require very little training.
Janet’s family has established a memorial foundation, and other community grant programs will be available to help organizations defer the costs of the program.
