Senate Passes Kyrillos Plans to Finance Clean Water, Open Space Projects Across New Jersey

The New Jersey Senate has passed two pieces of legislation sponsored by Senator Joe Kyrillos (R-13) to finance clean water, drinking water, and open space preservation projects statewide.

“Water infrastructure improvements are costly, but failing to act puts our health and safety at risk,” Senator Kyrillos said. “The NJEIT is an invaluable funding mechanism for local governments that would otherwise struggle to make these improvements. I am pleased to see the Legislature renew its commitment to ensuring every resident in this state can have access to drinking water that is clean and safe.”

Senator Kyrillos was an architect of the legislation that established the New Jersey Environmental Infrastructure Trust, a low-interest financing mechanism that enables local government to fund clean water and drinking water projects, such as stormwater management or treatment facility repairs.

In order to finance a new round of projects statewide, the Senate passed Sen. Kyrillos’ resolution approving the Fiscal Year 2018 financial plan for the NJEIT.

The Senate also passed a bill sponsored by Senator Kyrillos that would create a new way for counties and municipalities to fund open space preservation.

The bill, S-195, would allow counties and municipalities to use their open space trust funds, which are approved by voters through ballot questions, to pay for the demolition of structures, removal of debris, and restoration of land for conservation or recreation.

“As the most densely populated state in the nation, we have to make a concerted effort to build new parks and preserve the ecologically sensitive areas, farms, and waterways that make our state unique,” Senator Kyrillos said. “This legislation will empower counties and municipalities to use their voter-approved open space trust funds exactly as intended.”
