The State Senate approved legislation (S-1026) sponsored by Senator Christopher J. Connors, Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove that would allow for a tax credit to be available for unreimbursed psychiatric treatment provided to a veteran who has been honorably discharged from active military service and is a resident of the state.
The 9th District Legislators issued the following statement following the passage of their legislation:
“This initiative, which has bipartisan support, was developed with the mental welfare of our troops in mind by augmenting the critical psychiatric services that are already set by the VA.
“The idea for creating a tax incentive for those qualified professionals who generously treat veterans at no cost was proposed during a veterans’ roundtable our Delegation held in Ocean County. The mental welfare of our troops and the extreme pressures entailed with their duties were two of the most heavily discussed issues during the roundtable.
“Under our legislation, to qualify for the tax credit, the treatment being provided must be medically necessary and provided to a veteran free of charge. The total cost for the credited treatment would be capped at $10,000 and the cost of per hour treatment could not exceed $85. These provisions are provided for under the bill to prevent abuses of the tax credit by capping the cost of treatment on an hourly basis and totaled for the year.”
The 9th District Legislator’s measure now moves to the Assembly Military and Veterans’ Affairs Committee.
Senator Connors, Assemblyman Rumpf and Assemblywoman Gove are also the leading sponsors of legislation (S-2314/A-3308) recently approved by the Senate Budget and Appropriations Committee that would establish a set-aside program whereby three percent of all State contracts would be set aside for veteran-owned businesses.
