Connors, Rumpf & Gove Statement on Ending of State Shutdown and Horizon Raid Showdown

Echoing the equivalent level of frustration expressed by their constituents, Senator Christopher J. Connors, Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove offered the following remarks upon the end of the state government shutdown over the July 4th holiday:

“Now that the state government shutdown has ended and the question remains: How was this ever allowed to happen?

“Like many of our constituents, we are still confounded as to why Trenton power brokers were fixated on raiding Horizon’s surplus funds not for the benefit of ratepayers but to fill the state’s coffers. From the outset, our delegation opposed the Horizon raid which the Governor initially made a condition of agreeing to special spending projects, including school funding, in the State Budget. What does Horizon’s surplus level have to do with state school funding?

“In the end, the Trenton power brokers pushing the Horizon raid were compelled to reverse course by an irate public that would not stand by and allow this embarrassment to continue. As a result of the public’s efforts coupled with opposition from within the Legislature, the new law that was ultimately passed actually prevents a state raid of Horizon.

“In addition to new transparency requirements, a threshold has been established that, when reached, requires excess revenues to be returned to policyholders. This is consistent with what our delegation called for from the outset.

“Frankly, the shutdown should have never been allowed to happen. Residents have every right to be furious with what transpired in Trenton. It was a national embarrassment and, on many levels, a disservice to the people of our state.

“Our delegation’s actions were taken in representing the best interests of our constituents the majority of whom detest backroom budget deals and government overreach.”
