Call for Comprehensive Statewide Solution to Provide Property Tax Relief to Host Communities, Protect Children of Military Families

Senator Jennifer Beck (R-Monmouth) and Assemblyman Declan O’Scanlon (R-Monmouth) said that a proposal (A-4453) approved by the General Assembly today to transfer military-connected children living on Naval Weapons Station Earle from one school district to another is harmful for the affected children and fails to address the core problem for property taxpayers.

Beck said the Assembly legislation would merely shift the property tax burden of paying for students living on Earle from Tinton Falls and Colts Neck, without addressing the underlying problem of how to fairly fund the education of children living on military bases across New Jersey.

“The dispute over schooling for students from NWS Earle is all about property taxes,” said Beck. “Just transferring that burden from one set of property taxpayers to another doesn’t actually fix anything. Instead, property taxpayers in every New Jersey community that hosts a military installation deserve a comprehensive solution that spreads statewide the cost of educating students living on bases, in recognition of the sacrifices military families make for all of us.”

Beck sponsors comprehensive legislation (S-2903) that would provide additional state aid to school districts for military-connected students. Her legislation eliminates the local property tax burden associated with educating the students of families stationed at any of the military installations in New Jersey by covering a local district’s share of the expense.

Portions of NWS Earle are located in the 11th and 13th legislative districts, which are represented by Beck and O’Scanlon, respectively.

“These kids shouldn’t be used as a political football, this is strictly a funding issue and should be treated as such,” said O’Scanlon. “Furthermore, the Assembly bill doesn’t actually solve the problem. The fundamental problem is that not enough funding from the federal government is causing a property tax issue. That isn’t going to be solved by passing the issue off to another town.”
