Bateman: Release the State Planning Commission Housing Study Immediately

New Study Contradicts Flawed COAH Housing Projections

Senator Christopher “Kip” Bateman, a member of the Senate Environment Committee, insisted today that the Corzine Administration immediately release the study on housing growth presented to the State Planning Commission by a Rutgers University expert. The Commission’s new study contradicts earlier projections by the Council On Affordable Housing (COAH) that are being used to justify huge increases in subsidized housing mandated by state laws and regulations adopted in the summer.

“The agency in charge of planning for the Corzine Administration is projecting significantly lower job and housing numbers for New Jersey than the COAH bureaucracy. Yet COAH stubbornly proceeds with their taxpayer-financed mandates, despite evidence that indicates that the COAH’s numbers may be off by as much as 50 percent in job projections and 33 percent in housing projections,” Bateman continued. “The State Planning Commission study makes it crystal clear that the Corzine Administration cannot even reconcile housing projections prepared by two of its own agencies. The ideological policy choices endorsed by this administration have become a tax and planning nightmare for New Jersey’s communities.”

The State Planning Commission was presented with a Power Point presentation at its March 25th meeting by Professor Dr. Robert Burchell of Rutgers University. According to attendees the presentation indicated that job growth for the period encompassing the years 2008 to 2028 will only amount to 6,550 annually, compared with COAH’s projection of 54,000 over the same period.

Housing projections were similarly lower, with only 175,000 units being projected to be built from July of 2008 to July of 2028, as opposed to COAH’s projection of 269,000 units for the period 2004-2018.

“It is important that the Corzine Administration release essential information to the public on a policy issue vital to the future of this state,” Bateman stated. “Reports indicate that the housing projections prepared for the State Planning Commission are completely at odds with those being utilized by COAH to defend its plan to force municipalities to build thousands of units of subsidized, affordable housing.
