16th District Legislators Introduce Bill to Make It Easier for Towns to Merge & Reduce Property Taxes

Legislation Would Remove Financial Impediment Hindering Towns from Merging

Legislation that would make it easier to facilitate approved mergers and save money for local property taxpayers has been recently introduced by the 16th District delegation – Senator Christopher “Kip” Bateman, Assemblyman Jack M. Ciattarelli and Assemblywoman Donna Simon.

“While consolidation often makes long-term sense, there are short-term financial obstacles that must be overcome,” Senator Christopher “Kip” Bateman, R-Somerset, Hunterdon, Mercer and Middlesex, said. “This legislation helps reduce the upfront sticker shock of any one time costs arising from consolidation by spreading them out over several years.”

The 16th District covers Princeton Township and Borough, which are currently planning their voter-approved merger.

“The Princeton merger is historic and a model to New Jersey on how to lower property taxes through consolidation,” Assemblyman Jack M. Ciattarelli, R-Somerset, Hunterdon, Mercer and Middlesex, said. “That’s why I anticipate this legislation will have overwhelming bi-partisan support.”

Under the bill, S-910/A-471, the merging municipalities would be allowed to use special emergency financing to spread out any one-time expenses associated with the consolidation over five years. Some consolidation expenses could include moving offices, combing records, new uniforms or repainting police cars.

“When we have two towns willing to join together to lower property taxes, we have to be certain that our laws work to help them reduce costs,” Simon, R-Hunterdon, Somerset, Mercer and Middlesex, said. “Consolidation will lower property taxes and this bill will remove a barrier to consolidation.”
